Jennifer Milburn

Chair

Jennifer joined the WDMH Board in 2021 after moving with her husband and daughters to the Winchester area in 2020. She has extensive experience in health administration, maternal/child health, laboratory medicine, and public health as the Executive Director of Newborn Screening Ontario at CHEO. She has also filled leadership roles in CHEO’s COVID-19 response, BORN Ontario, and on the Board of the Ottawa Birth and Wellness Centre. Jennifer has an undergraduate degree in Biology and Biotechnology from Carleton University and a Master of Health Administration from the University of Ottawa.

Annik Blanchard

Vice Chair

Annik is a Chartered Professional Accountant and Partner at BDO Canada LLP, with over 20 years of experience supporting not-for-profit and public sector organizations. Her long-standing dedication to the health sector, particularly WDMH, stems from her personal connection and experiences with the hospital since childhood. As a board member, Annik is committed to upholding the high level of service and care she has personally valued over the years. In addition to her role on the board, Annik has served as an audit committee member for the Ottawa Carleton District School Board and Girl Guides of Canada. Recognized as one of Ottawa's Forty Under 40 in 2018, she is a respected leader within her community. Outside of work, Annik enjoys exploring new destinations with her husband and three children in their RV and loves playing board games with her family. She stays active year-round by taking part in seasonal sports.

Tyson Roffey

Treasurer

Tyson is Vice President of Digital Health at Nova Networks and is an Adjunct Professor at Algonquin College, School of Health and Community Studies and at York University, Schulich School of Business. As a past hospital CIO and Privacy Officer Tyson brings advanced skills and experience in many areas, including implementation of Hospital Information Systems, risk management (cyber), healthcare administration and policy, and health system needs, issues, and trends. Tyson believes strongly in sharing knowledge and giving back and has been an active participant on several Boards and Committees such as The Ontario Caregivers Organization and Ronald MacDonald House. Most importantly, Tyson is motivated by his amazing wife and four children, along with a wonderful and supportive extended family.

Eric Stevens

Chair of Quality Committee

Eric is a retired public servant, having served as a lawyer for the Federal Department of Justice for many years. During his time serving, he advised on a broad range of matters including immigration law, citizenship law, prison law, and debt collection. For a while, he was responsible for the legal training of citizenship judges across Canada. He appeared in parliamentary committees on a number of occasions to explain legislative initiatives. He is married with three grown children. His various interests include tennis and spending time with family. He lives along the St. Lawrence River, between Morrisburg and Iroquois

Bruce Millar

Past Chair

Bruce has been a Board member since 2017, serving as Secretary/Treasurer, Vice-Chair, and Chair. He and his family have lived in Metcalfe since 1995, following his retirement from the Military. Bruce has enjoyed a diversified career with experience in the areas of financial and managerial accounting, enterprise risk management, international financing, investing, strategic planning, leadership, and governance. He currently teaches accounting and finance in the undergraduate and graduate (MHA and MBA) programs with the University of Ottawa's Telfer School of Management, The Sprott School of Business at Carleton University, and Nipissing University.

Michelle Perry


Originally from Newfoundland, Michelle is now at home in Richmond. Prior to embarking on a career in law, Michelle’s life found her teaching in a public college in Nain, Labrador, and for five years her voice was heard over the radio airways in Newfoundland as a radio announcer. Michelle attended Memorial University of Newfoundland and Queen’s in Kingston and Herstmonceax, UK. In her spare time, you can find Michelle sailing on the Rideau Canal.

Bill Woods

Bill is a Client Solution Executive at Kyndryl Canada (an IBM Canada spin-off), responsible for leading large, multi-disciplinary teams, and integrating products and services required to meet clients' business needs and for the development of highly complex strategic outsourcing solutions. Bill brings advanced skills and experience in business management, strategic planning, quality, and performance management.

Andrea Jewell

Andrea is a Registered Nurse, who holds a Clinical Director position with Bruyère. Her career began in a rural Quebec hospital working in the areas of medicine-surgery, obstetrics, and long-term care. She has since held a variety of positions in public health, primary care, education, and professional practice. Andrea is a member of the Canadian Nurses Association and the College of Nurses of Ontario. In 2014, she was elected to the board of the College of Nurses of Ontario (CNO) and served two consecutive terms. For as long as Andrea can remember, she has wanted to be a Registered Nurse. No matter the role she holds within health care, Andrea believes that she is in service to people – and that is what she loves!

Tamara Williams

Tamara started her career as a physiotherapist but has spent most of her healthcare years analyzing data and implementing data capture systems for the Canadian Institute for Health Information. Tamara now divides her time between her husband’s business continuity planning business and her own health coaching practice. When she isn’t taking courses to feed her myriad of interests, Tamara runs and volunteers with the Russell Run Club, logs many hours on her bike and knits up a storm. Tamara and her husband live in Metcalfe which they have called home for over 20 years.

Kelly Goulet

Kelly began her career in communications with a focus on non-profit healthcare before moving into fundraising for healthcare causes. Throughout her career, she has provided strategic counsel to a variety of healthcare non-profits and has led fund development, volunteer management, and strategic event planning teams across a range of projects. In her current role as the Vice President of Philanthropy Performance Management at The Ottawa Hospital Foundation, Kelly supports the organization’s mission of inspiring, enabling, and recognizing community support for improvements in patient care and equipment at The Ottawa Hospital, as well as groundbreaking research at The Ottawa Hospital Research Institute. Beyond her professional achievements, Kelly is passionate about ensuring access to quality healthcare close to home, with WDMH being one of the key reasons she and her husband chose this community as their forever home. When she isn’t working, she spends her time with her family and her many animals on a small property just outside of the village.

Loriann Harbers

Loriann Harbers lives in Chesterville, ON and joined the Board in 2025. She is a dedicated municipal leader with over 20 years of experience in public service, currently serving as Director of Corporate Services/Clerk for the Township of South Stormont. Loriann has a strong background in strategic planning, financial oversight, and stakeholder engagement. She also has a deep commitment to community development and successfully secured funding for multiple initiatives. Loriann's passion for service makes her a valuable contributor to nonprofit governance and actively supports local nonprofits and community organizations.

Bailey Milne

Bailey joined the WDMH Board in 2025 and brings a strong background in public health, research, and health policy. Originally from North Dundas, she holds a Bachelor of Science in Biochemistry from Memorial University and a Master of Public Health from Brock University. She is currently completing her PhD in Epidemiology at Queen’s University, where her research focuses on women’s and newborn health. Bailey has taught global health courses at Queen’s and has worked with Newborn Screening Ontario in various roles since 2017. She also has experience in federal health policy through her work at Health Canada.

Trisha Elliott

Foundation Chair

Trisha became the Foundation Board's Chair in 2024. She is the Executive Director of Broadview, a national media organization dedicated to exploring spirituality, justice and ethical living. An ordained United Church minister for over 25 years, she is also a Certified Fundraising Executive with more than a decade of hands-on fundraising experience. As an award-winning freelance writer, Trisha has earned national and international recognition for her feature writing across a wide range of genres. She has contributed to several books and her latest book How the Light Shines: Stories, Strategies and Spiritual Practices for Caregivers of People with Dementia, received a bronze medal at the 2023 Living Now Book Awards. In recognition of her contributions to both professional and community life, she was honoured with the Queen’s University School of Religion Alumni Achievement Award. Trisha lives outside Williamsburg, Ontario, where she is gradually restoring her old home. She finds joy in making art, playing music (enthusiastically, if not expertly) and spending time with her two grown sons.

Cholly Boland

Chief Executive Officer

Cholly Boland is President and Chief Executive Officer of Winchester District Memorial Hospital and Dundas Manor Long-Term Care Home. Cholly has held Chief Executive positions with hospitals and nursing homes in Orangeville, Arnprior and Northern British Columbia; and with a Community Care Access Centre in Northern Ontario. Cholly holds degrees from Queen's and Ottawa Universities and certificates from the Canadian and American Colleges of Health Executives. He is married and has two children.

Janie Desroches

Vice President, Clinical Services & Chief Nursing Executive

Janie is a Registered Nurse who has worked in acute care, community and long-term care settings. She has also held leadership positions within the community sector and at Hôpital Montfort, leading clinical and patient support teams as well as various organizational initiatives. She holds degrees from McGill University, the University of Ottawa, and York University. She is married and has two children.
